    "In the first major restructuring of the Army headquarters in the national capital, the Ministry of Defence is learnt to have reduced some 20 per cent of the officer posts, merged two weapons and systems procurement agencies and created a new post of Deputy Chief who will coordinate with military intelligence, operations and logistics wings."
    The 20%Reduction in Officers Posts Will Soon Be Filled Up By the Civilian Babus in the MoD and the Army, Will Never Ever, Be Able to get Back these Posts. This Move, Will Surely Result, in More problems for The Faujis, in the Near Future and Beyond. Reminds me, of the Short Sightedness of the Fist Indian C-in -C Gen Cariappa, who moved out Faujis from the MoD, stating that Soldiers were supposed to Fight and be in the Field and Not be pen pushing BaBus, in the MoD. Those Posts in the MoD were Forever Lost to the Military. That Error of Judgement, Was there, for all Faujis to See, Experience and Regret.Unfortunately, the Military seems .Not to have, learnt any Lesson from that Sorry Episode.Period.

    Cabinet approves grant of medical facilities under Ex-Servicemen Contributory Health Scheme (ECHS) to World War-II Veterans, Emergency Commissioned Officers (ECOs), Short Service Commissioned Officers (SSCOs) and pre-mature retirees


    More than 40,000 individual to be benefitted


     


    The Cabinet Meeting Chaired by Prime Minister Narendra Modi today approved the grant of Ex-Servicemen Contributory Health Scheme (ECHS) facilities to World War-II Veterans, Emergency Commissioned Officers (ECOs), Short Service Commissioned Officers (SSCOs) and pre-mature retirees.

    As a result, over 43,000 individuals not covered so far under ECHS will be able to avail the benefits of cashless medical treatment under ECHS facilities through a network of over 425 ECHS polyclinics, over 2500 empanelled private hospitals and all Government hospitals throughout the country, subject to certain conditions.

    As a special dispensation, war-widows will be exempt from one-time contribution to join ECHS.

    Launched by NDA Government in April 2003, ECHS provides quality medicare to 54 lakh ex-servicemen pensioners, their dependents and a few other categories.

    Measures for welfare of Ex-Servicemen:

    Today’s decision is yet another landmark step in the pro-active policies of the Government since its very first days for welfare of our valiant ex-servicemen, who rendered valuable service to the country.

    Implementation of ‘One Rank One Pension’ for ex-servicemen, a demand which had been pending for over four decades, has resulted in over 20 lakh ex-servicemen receiving more thanRs. 35,000 Crore under the scheme. Other welfare measures by the Government for ex-servicemen include increase in pension by 40%, disability pension for pre-mature retirees, applicability of battle causality compensation at Line of Actual Control, Line of Control and International Border, financial assistance to soldiers on their supreme sacrifice through newly created Army Battle Causalities Welfare Fund, enhancement of ex-gratia ad-hoc allowance, Special Pension to Ex-sailors and skill development training in 36 job roles to over 30,000 retiring soldiers so far.

                   New Delhi: In a first, an officer from the Indian Police Service (IPS) will soon be posted at the Indian Army headquarters in the national capital to assist the force in dealing with human rights issues.
    Approved under a plan called ‘Reorganisation of the Army headquarters’, the move is part a major restructuring of the armed forces, said sources.

               Under the plan, the defence ministry has also approved the Army’s proposals to reduce around 20 per cent of the officer posts, merge two weapons and systems procurement agencies and create a new post of deputy chief who will coordinate with military intelligence, operations and logistics wings, said sources.

                 A formal notification is expected soon.

                The move is part of an overall process to make the 1.3-million strong Indian Army leaner and fitter for a 21st century war.

                The Army had earlier commissioned four major in-house studies for greater integration. This restructuring is part of one of the four studies.

                 According to the approved proposals, two new branches have been created — for Vigilance and Human Rights — within the Army. Both will be headed by a Major General-rank Army official.

                 The new Additional Director General (ADG), Vigilance, will function directly under the Army chief. The ADG Human Rights will function under the vice-chief.

                    The ADG HR — a post to be held by an Army official — will be assisted by an IPS officer to facilitate necessary coordination with other organisations and the home ministry on the human rights issues at hand, sources said.

                  It’s not yet clear what the rank of the IPS officer will be.

                    Since an ADG HR will be equivalent to an ADG in the police forces, a lower rank officer will be deputed to the Army headquarters.
